Le amministrazioni pubbliche tra autonomia e vincoli di sistema

Italian public system is characterized by a federal inner organization and integration with the other member States of the European Union. In this scenario, the aim to guarantee a sustainable welfare for citizens makes the topic of autonomy of the single public units central to the scientific debate. Another important issue regards the ways through which autonomy can conciliate with the growing regulation trend coming from Central government and Europe. The thesis of this research concerns the necessity to consider decision-making autonomy and long-term performance as essential conditions to be pursued by the single public bodies to meet their mission throughout time by means of adequate managerial mechanisms. The enhancement of the autonomy of the public units which compose public sector in the European context must be accompanied by appropriate accountability mechanisms and verification of the results, operational and financial, and at the same the identification of objectives aimed at ensuring the citizens’ wellness, financial stability and economic growth for the country.
