As Italian Prime Minister Aldo Moro met FRG'c Chancelor Willy Brandt in early May 1974, he was making a last effort to relaunch the policies that had characterized the international role of the Eropean Community, on West German impulse, since Brandt's access to office in 1969. Both Moro and Brandt had conceived of an active West European action in the process of détente that should make that process more stable and more encompassing - namely, to include the Mediterranean and the Middle East. As this approach was bluntly rebuffed by the Nixon administration with reference to the developments of the Kippur War, the Brandt government chose to align themselves with American priorities - which, anyway, would not prevent Brandt's fall from power that very month and Moro's growing isolation.
