Foreword to the European Policies for Research, Innovation and Development

In some sectors the EU member States have transferred some of their legislative authority to the EU: customs union; internal market; monetary policy ; the conservation of marine biological resources (fisheries policy); common commercial policy.
In other sectors, the national governments set policy together with the EU: internal market; social policy, agriculture and fisheries,; environment; consumer protection; transport; t rans-European networks; energy; justice; public health.
Research; Development Cooperation and Humanitarian Aid.
Finally, there are some sectors where the EU have competence to carry out actions to support, coordinate or supplement the actions of the Member States: protection and improvement of human health; industry; culture; tourism; education; sport; civil protection; administrative cooperation.
