L’evoluzione del rapporto tra la pubblica amministrazione e le persone nel prisma dello sviluppo della «trasparenza amministrativa»

This paper aims at analysing the evolution of the administrative transparency regulation and the Italian “Open Government” system (from the secrecy, across the “Right of access” regulated by l. 241/1990, to the new system introduced by Leg. Dec. 33/2013) paying specific attention to the development of the “participatory democracy” and the new relationship of collaboration between public administration and citizens and, more generally, between public administration and the society.
