Designing an urban scenario

According the challenge of defining a new scenario with the theme of Landscape 4.0, the paper proposes the ‘Unfinished-scape’ manifesto by focusing a fourth dimension, also virtual, able to weave capillary relations to the internal territory. The city of Piacenza, together with its military barracks, was the case study and the field where was applied the construction of the strategic vision over time.
