Strategie migratorie e politiche sociali

This paper addresses the problem of identifying and explaining the social policies to favour human mobility. From what view of otherness do current social policies in Italy stem from? Beyond the facile dualism dividing those on the inside from those on the outside, and us from them, we intend to highlight the role of civil society and the forms of organised solidarity emerging from the third sector, to understand whether solidarity and civil associations may facilitate the social integration of immigrants. After the status of being an illegal immigrant was criminalised in 2009, we have witnessed an involution of rights, as well as a reduction in their being availed of: the official proclamation of certain rights is one thing, the effective realisation of conditions that may make such rights possible to use is another. In this paper the reasoning and functioning of social policies in Italy is analysed, with the aim of understanding how migration factors may aid the development of a “culture of welcoming” and become a resource for the development of solidarity that significantly promotes the “new social policies”.
